To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

3. Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

4. To confirm as a correct record the Minutes of the Planning & Environment Meeting held on 14 August 2018.

5. Planning Applications

To note that since April 2018, South Oxfordshire District Council now require consultees, including town and parish councils, to respond to planning applications in the following way, rather than recommending approval or refusal. The consultee must decide on one of the following. To:
a) Fully Support the application and give the reasons why or
b) Declare No Objections to the application or
c) Declare No Objections to the application but add comments to be taken into consideration or
d) Object to the application and give the reasons why.
There is also the unstated right to make no comment (as opposed to the prior “no strong views”).

Officers are of the view that this is a significant improvement on the old model, removing potential confusion on ultimate decision making and allowing greater flexibility in response.

a) Transport Representative – Cllr M Stiles

7. For Information

a) P18/S2260/FUL – Amendment No. 1 – Land to the North of Moreton Road, Moreton. To note the addition of the Biodiversity Impact Calculator to the supporting documentation.

b) P18/S1824/FUL – Amendment No. 1 – 4 Queens Close – Erection of one new dwelling (semi-detached). (As amended by plans received 9 August 2018). The amendment addresses the request for additional information by OCC Highway Authority relating to visibility splays, location of dropped kerb, boundary treatments and refuse storage area. After reviewing the amendment the Officer’s opinion is that the additional information would not alter the Town Council’s original recommendation of approval.

c) P17/S4415/FUL – Amendment No. 1 – Land Off Rycote Lane, Christmas Hill, Rycote Lane – Relocation of Thame Livestock Market with buildings to accommodate agricultural sales, lairage, administrative offices, welfare facilities, business units, and associated external works to include highway access, roadways, vehicle parking, vehicle washing and other ancillary works (as amplified by highways information received 25 April 2018 and ecological information received 9 August 2018).

As the application lies outside of the parish the Town Council agreed to submit comments rather than a recommendation. After reviewing the amendment the Officer’s opinion is that the additional information would not alter the original comments made by the Town Council.

d) To note Oxfordshire County Council is now consulting on Issues and Options for the Oxfordshire Minerals and Waste Local Plan; Part 2 – Site Allocations (the Sites Plan). The consultation runs from 8 August 2018 to 4pm on 3 October 2018.

e) P18/S1908/FUL & P18/S1909/LB – 1a Cornmarket – Proposed internal and external alterations. Conversion to single dwelling.

To note that the District Planning Officer agreed with the concerns raised by the Town Council with regard to poor residential amenity for future occupiers and refused the application.

The Decision Notice stated that in the absence of an acoustic report and recommended mitigation, the proposed development would lack sufficient information to demonstrate that the residential amenity of future occupiers could be adequately protected from external noise nuisance. As such, the proposal would be contrary to Policies G2, EP2 and H4 of the South Oxfordshire Local Plan 2011.
