1 Apologies for Absence

Apologies for absence were received from Cllrs Butler (Personal), Dixon (Personal) and Dodds (SODC).

There were no declarations of interest.

 
3 Public Participation

Mrs Reaston-Brown spoke for planning application P14/S3239/FUL – Land adjacent to Elmfield House, Moreton.  The application was for a single storey dwelling designed specifically to accommodate the applicant’s needs in later life.  The dwelling was unobtrusive and it was noted that there had recently been several applications for new dwellings in Moreton, all of which had gained planning approval.  It was felt that the site was suitable for a sustainable development and the design was contemporary but sensitive to the characteristics of the local area making use of traditional materials.

 

Cllr Laver entered the meeting during this item.

2.    Adverse effect on the special interest of the listed building.

Erection of 2 two bed chalet bungalows (As amended by documentation received 29 August, 4 September, 18 September and 16 October 2014 submitted by the applicant/agent).

RECOMMEND REFUSAL

1.    The proposals represent an inappropriate form of backland development, that would be cramped, with unacceptable access arrangements, and which would detract from the pattern, grain and layout of development in the area.

2.    The proposals would have an unacceptable impact on neighbouring residential amenity by reason of: overbearing to neighbouring amenity areas, noise and disturbance, crime/safety implications.

3.    The parking layout and access arrangements would result in vehicle conflicts that would be of detriment to highway safety.

Demolition of existing garage and parking area.  Erection of 2×2 bedroom semi-detached cottages with off-street parking.  (As amended by drawing no. 13-EST-SP01 rev D accompanying email from Agent dated 15 October 2014).

The decision taken by the Planning Committee at SODC on 29 October 2014 to grant permission for this development was noted.  The Town Council’s view had not changed and would have been to recommend refusal.  Members were disappointed that their views were not taken into consideration before planning permission was granted.

 

Cllr Stiles left the meeting during this item.
