6 Consultation – Proposed Disabled Persons Parking Bays (DPPP)

Oxfordshire County Council are seeking to provide additional ‘Disabled Persons Parking Places’ (and also remove ones no longer required) in various locations within the County. The proposals are being put forward in response to increased local demand for parking, specifically for those with a permanent and substantial disability such that walking is not possible or presents very considerable difficulty for distances more than 100m.

In the Parish of Thame, the following bay locations are proposed:

  1. Churchill Crescent – Northwest side, outside No. 27
  2. Edgehill – South side, opposite No. 2 Fleetwood Way

To agree a response to the consultation.

a) Enforcement Case Closed – SE20/17 – 3 Wenman Road – Without planning permission the material change of use of land from D2 (gym) to a mix of D2(gym) and sui generis tattoo parlour.

To note that SODC have received confirmation that the tattoo parlour will cease to operate from the gym and will not be reopening as Covid-19 lockdown restrictions are lifted.

b) Addition of the alias property name: The Poppies, to the existing numbered property: 30 Mercian Road, Thame.c

c) Agricultural Notification Application Decision – P21/S1568/AG – Jays Farm, Judds Lane, Moreton – Steel framed portal building to provide dry storage of hay and straw bales for animal bedding and feed.

The Local Planning Authority has stated it is unable to take any comments after 23 April 2021. On 26 April 2021 it was determined that a formal application for planning permission was not required.

d) Contrary Decision – P20/S4298/FUL – 62 Ludsden Grove – Construction of garden building for part personal use and part business use as a hairdressing salon.

To note the District Planning Authority granted planning permission on 12 April 2021. The Town Council objected to the application on 15 December 2020 on the grounds of: Unneighbourly; Impact on Highways; Access via a shared alleyway; Noise and smell disturbance; Impact on domestic water drainage network of a commercial operation involving chemical treatments.

e) Contrary Decision – P21/S0689/N4B – Bates Ley Farm, Moreton – Prior Approval for change of use of agricultural buildings to three dwellinghouses with associated building operations.

To note the District Planning Authority granted planning permission on 9 April 2021. The Town Council objected to the application on 16 March 2021 on the grounds of: Access arrangements are such that intensification of use would lead to significant safety concerns for pedestrians and cyclists; The remote location of the buildings will lead to an overreliance on private motor vehicles; The application includes both works and change of use that do not meet the criteria for permitted development.

f) Lawful Development Application – P21/S1340/LDP – 5 Cavendish Walk – Replace existing conservatory with 3 metre single storey extension allowable under permitted development.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

g) Amended Plans – P21/S0699/HH – 6 Aylesbury Road – Loft conversion Rear extension Porch (As amended by plans changing the bedroom 2 window of the loft conversion to obscure glazing and leaving the existing property in its brick form).

To note that having reviewed the amended plans, it is the Officer’s view that they would not alter the Town Council’s recommendation made on 16 March 2021 to Object. Concerns regarding overlooking, neighbouring amenity impact and design have been addressed however the proposals remain out of character in terms of scale and harmful to the setting of the Conservation Area.

h) Erection of new cafe facility to be known as: Thame Starbucks Ltd (EG), Long Crendon Road, OX9 3SB

i) Pavement License Application – To note that, due to a 7-day consultation period ending 27 April 2021, the committee has considered the Pavement Licence Application at Black Goo, 14-15 Buttermarket, via e-mail. The committee raised no objections however it was noted that the seating currently placed outside Pretty Like Pictures (12 Buttermarket) was not included in the application and should be removed.

j) Agricultural Notification Application – P21/S1854/AG – Jays Farm, Judds Lane, Moreton – Steel Framed Building: Length 30.48m Height to eaves 5.5m Breadth 15.24m Height to ridge 8.50m.

The Local Planning Authority has stated comments must relate to the proposed work on the local landscape, the setting of any listed buildings and/ or ancient monuments and the effect on any sites of recognised nature conservation interests. If any Councillor has specific concerns, please be prepared to raise them in the meeting.

k) Additional Information / Amended Plans – P21/S0957/N1A – St. Andrews Court, Wellington Street – Change of use of the existing Class B1(a) (office) floorspace to 22 Class C3 (residential) self-contained flats. (amplified by further information received on 16th, 20th and 21st April 2021).

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns, please be prepared to raise them in the meeting.
