6. SODC Planning Committee

To note that the Neighbourhood Plan Continuity Officer will attend the Planning Committee meeting on 5 April 2017 to speak in favour of refusal on the following three Planning Applications:

b) P17/S0129/FUL – 67 Park Street
c) P17/S0080/O – 69 Park Street

The District Planning Officer’s recommendation on each application is to grant planning permission.

7. Local Plan Second Preferred Options Consultation

Following the launch of the Local Plan Second Preferred Options Consultation on 29 March 2017 to agree to reconvene the Local Plan Consultation Team (LPCT) to formulate a response to the consultation on behalf of the Town Council.

8. Upper High Street Car Park

To note that the partial closure of the Upper High Street Car, as approved on 21 February 2017, will no longer be required for the opening of the new Kebab van on 8 April 2017.

g) P17/S1069/FUL – The Elms 32 Upper High Street – The erection of an Extra Care housing development (Use Class C2) comprising apartments, houses and a communal residents’ centre with basement parking and storage areas and creation of new public open space, provision of new vehicle access from Elms Road and a new pedestrian/cycle link onto Upper High Street with associated infrastructure works and landscaping. To note that this planning application will be considered by Full Council on Tuesday 25 April 2017.

h) P17/S0274/FUL & P17/S0276/LB – Retrospective application for construction of new raised decking, Garden Room and Garden Shed. To note that planning permission has been refused on the grounds that the larger of the two buildings (the Garden Room) detracts from the character of the listed building and diminishes its appreciable value as a result of its adverse impact on the historic setting of the listed building. The Town Council had recommended approval, subject to no objection from the District Conservation Officer.
