Minutes of a Meeting of the Planning & Environment Committee held on 3 May 2022 at 6:30pm in the Upper Chamber, Thame Town Hall.

1 Apologies for Absence

Apologies were received from Cllr Deacock (personal) and Champken-Woods (county council business).

There was no public participation.

4 Minutes

The Minutes of the Committee Meeting held on 5 April 2022 were confirmed as a correct record, and were signed by the Chairman.

6 Consultation – Proposed Disabled Persons Parking Places (DPPP)

Oxfordshire County Council are consulting on the introduction of two DPPPs in Thame, on Church Road (Southeast side; opposite No.1) and Park Street (Northeast side; outside Nos.33 & 34).

It was noted that there were parking pressures on Park Street, however it was recognised that the priority must be given to disabled persons.

RESOLVED that:

  1. The Town Council supports the introduction of a new DPPP bay on both Church Road and Park Street.

 

7 Development off Elms Road by Rectory Homes

Following the Town Council’s recommendation for the street name on this development to be named as ‘May’s Field’, the District Council contacted the developer who have asked whether ‘May’s Crescent’ would be supported by the Town Council.

Members felt that May’s Field remains an appropriate street name given the site’s history. The field belonged to May’s House during the 19th Century.

RESOLVED that:

  1. The Town Council upholds its suggestion to put forward May’s Field as the street name, as it is appropriate to the site’s history.

 

8 Contrary Decisions 2021-22

Members noted the planning decisions issued between 19 May 2021 and 26 April 2022 which were contrary to the Town Council’s recommendation.

The Committee Services Officer advised that this document was produced for internal records however it was felt it may be useful for Members to receive it at the end of each committee year. The document shows any decision issued by the District Council that was contrary to the Town Council’s recommendation, and also whether the application was called-in to the District’s Planning Committee. Most applications were contrary as the Town Council objected but the District Council granted permission under delegated powers.

 

9 For Information

The items for information were noted.

With regards to Item 9a, it was noted that the premises licence application photographs did not include the large a-board that is placed on the footway. It is frustrating that no licence or permission is required to place an A-board, when other street furniture or signage requires this.  It was noted that the Town Council has a policy to monitor A-boards however there was some uncertainty as to whether enforcement was a matter for the District Council or County Council. It was suggested that the matter therefore be reported to Fix My Street.
