6 Consultation – Proposed Disabled Persons Parking Bays (DPPP)

Oxfordshire County Council are seeking to provide additional ‘Disabled Persons Parking Places’ (and also remove ones no longer required) in various locations within the County. The proposals are being put forward in response to increased local demand for parking, specifically for those with a permanent and substantial disability such that walking is not possible or presents very considerable difficulty for distances more than 100m.

In the Parish of Thame, the following bay locations are proposed:

  1. Church Road – Southeast side; opposite No.1.
  2. Park Street – Northeast side; outside Nos.33 & 34.

To agree a response to the consultation.

7 Development off Elms Road by Rectory Homes

Following the Town Council’s recommendation for the street name on this development to be named as ‘May’s Field’, the District Council contacted the developer who have asked whether ‘May’s Crescent’ would be supported by the Town Council.

To consider whether to support ‘May’s Crescent’ as the street name for this development.

9 For Information

a) Pavement License Application – To note that, due to a 7-day consultation period ending 7 April 2022, the committee has considered the Pavement Licence Application at The Thatch, Lower High Street) via e-mail. No objections were raised however concerns were raised regarding the impact of the furniture for visually impaired persons especially in addition to the large a-board, and the potential noise disturbance for neighbouring residential properties.

b) Contrary Decision – P21/S5361/HH – 8 Towersey Drive – Demolition of existing side extension with garage, erection of 2 storey front & side extension, single storey rear extension & loft extension. Widen existing dropped kerb & installation of block paving to enlarged driveway, patio to rear garden (As per amended plans submitted 8 February 2022 and amended internal layout to remove annex element submitted 14 March 2022).

To note that the District Council granted planning permission on 1 April 2022. The Town Council objected to the application on 1 February 2022, 22 February 2022 and 5 April 2022 on the grounds of poor design, overdevelopment and unneighbourly.

c) Additional Information – P21/S5225/FUL – Former Thames Valley Police Station, Greyhound Lane – Application under S73 of the Town and Country Planning Act 1990 for variation of condition 15 on planning application P16/S3525/FUL to allow for the first eight occupations in advance of the completion of access, parking and turning. (The redevelopment to form 41 sheltered apartments for elderly, including communal facilities, access, car parking and landscaping). To note that having reviewed the additional information, Officers consider that it would not change the Town Council’s recommendation to object made on 1 February 2022 on the grounds of poor amenity for current and future occupiers.

d) Withdrawn Application – P21/S3629/FUL – Town Farm 6 & 8 Oxford Road – Change of use from ancillary annexe to self-contained 1-bedroom dwelling and subdivision of plot to form of separate curtilage.

To note this application was withdrawn prior to determination on 5 April 2022.

e) Lawful Development Application – P22/S1318/LDP – 53 Towersey Drive – Garage conversion with new front facing window, alterations to rear windows, new bifold door in place of existing patio doors

To note that application seeks confirmation from the Local Planning Authority that the proposed development is lawful. The case officer has stated that they are therefore unable to take any comments on the planning merits of the proposal into account, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.

f) Temporary Footpath Closure – Gas Alley Footpath, Thame – 4 May 2022 up to and including 11 May 2022. This is a 24 hour footpath closure to enable Swish Fibre Ltd to carry out essential PIA works and installation of fibre ducting chambers and tobys works.

g) Tree Protection Order Confirmation – 21S18 (Park Meadow Farmhouse) – To note that the District Council confirmed the order without modification on 14 April 2022. The Town Council supported the TPO on 9 November 2021.

h) SODC Planning Committee Notification – P21/S3998/HH – 11 Coombe Hill Crescent – Two-storey annexe extension (Amended plans received 12 January 2022 showing a reduction to the width and depth of the annexe and lowering the height of the roof ridge).

To note the District Planning Committee will consider this application on Wednesday 27 April 2022. The District Planning Officer’s recommendation to Committee is to grant permission. The Town Council objected to the amended application on 1 February 2022 on the grounds that the proposals would be overdevelopment.

The Town Council has been invited to attend and Cllr Emery will provide representation.

i) Withdrawn Application – P21/S5349/FUL – Willow Corner, Moreton Road – New innovatively designed 4 bedroom eco-friendly house and garage with matching local materials (As amplified and amended by additional 3D images and amended energy statement received 23rd February 2022).

To note this application was withdrawn prior to determination on 14 April 2022.

j) Additional Plans & Information – P21/S5366/LB – Brereton 7 Bell Lane – Replacement of existing felt flat roof dormer window with pitched thatch roof and new flush casement window. Works to existing conservatory including replacement of glass roof with blue slate with one flush conservation roof light, removal of existing windows and doors, infill brick to match existing and install new door and window. Replace window into downstairs cloakroom. Removal of external door into hallway – brick to half height and install new window. (As per material samples, structural and joinery details provided 22 April 2022)

To note that having reviewed the additional information, Officers consider that it would not change the Town Council’s recommendation made on 1 February 2022 to support the application.
