To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

3 Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

6 South Oxfordshire District Local Plan

To receive a verbal update from the Neighbourhood Plan Continuity Officer (NPCO) on the latest known status of the South Oxfordshire District Local Plan.

7 Thame Neighbourhood Plan Revision (TNP2)

To receive a verbal update from the Neighbourhood Plan Continuity Officer (NPCO) on the latest progress towards the adoption of TNP2.

To note that following a good selection of responses to the Consultancy Brief, a short list has been established for the provision of TNP2 Consultancy, with a presentation day to enable final selection scheduled for Tuesday 12 November 2019.

8 Oxfordshire Growth Board / Oxfordshire Plan 2050

To receive a verbal update from the Neighbourhood Plan Continuity Officer (NPCO) on the latest known status of the Oxfordshire Plan 2050 and related initiatives.

Affordable Housing / Community Land Trust (CLT)

To receive an update on progress of the Thame Community Land Trust.

10 Land at The Elms, Upper High Street, Thame
Appeal Decision – APP/Q3115/W/19/3228431

To note that the appeal has been dismissed.


11 Other Items to Note

a)    To note that discussions were held with Savills / Castle Family on 1 October 2019 at their request, to clarify their response to the Call for Sites, in relation to employment / hotel land provision.

b)    To note that further discussions were held in early October with an agent related to Stofords, in relation to potential future employment land opportunities in Thame.

c)    To note that we have been notified of an appeal by Angle Property PCDF IV (Thame) at the old DAF site / Kingsmead Business Park and following agreement at the Planning & Environment Committee on 15 October 2019, that the NPCO is already in discussion with relevant officers at SODC on appropriate further submissions.

d)    To note that a further pre-application meeting is scheduled with Hallam Land on 6 November 2019 to discuss their latest proposals for a new Health Campus for Thame.
