2.Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

3. Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work or run a business in the Parish).  Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

6.South Oxfordshire District Local Plan

To note that the Town Council’s response to the consultation on the second Preferred Options draft of the emerging Local Plan (as attached) was submitted on 17 May 2017.  South Oxfordshire District Council are still analysing the responses. Evidence around specific housing requirements by type has yet to be produced.

7.Neighbourhood Plan Review

The Neighbourhood Plan Continuity Officer (NPCO) has started work on a draft project plan to inform the review of the Thame Neighbourhood Plan.
To note the report by the NPCO about funding grants for neighbourhood plans.  Any grant the Neighbourhood Plan group apply for must be made in advance of commissioning or purchasing.  The current funding scheme runs until 31 March 2018.  It is not clear if any replacement scheme will be similar.

To approve the delegation of neighbourhood plan grant applications to the Town Clerk and officers of the Town Council.

8.Site Allocation Discussions

Following the lifting of the moratorium to note that meetings with Cala (20/6/17), Bloor (27/6/17) and Hallam Land (18/7/17) have been requested to hear their latest proposals.  An additional approach had been received from Bathurst, but this was established to be Rycote Meadow, so rejected in line with previous rejections for that same site.

9.Five Year Housing Land Supply Statement

To note the receipt of the latest figures from South Oxfordshire District Council that their land supply is now 4.1 years (attached).  It is our continued understanding that given that this is greater than 3 years, Thame is protected by the Written Ministerial Statement of December 2016, which provides additional protection to areas with a Neighbourhood Plan and a Land Supply figure of greater than 3 years.

10. Affordable Housing / Community Land Trust

To receive a verbal update on the work of the sub-group in relation to the provision of affordable housing within Thame and in particular on the outcomes of the briefing session on 25 May 2017 by the National Community Land Trust Network.

To note the intention of the sub-group to arrange a similar presentation by the National CLT Network to Full Council on 15 August 2017.

11.Employment Land provision in Thame

To receive any updates on employment land provision in Thame, including the meeting re Rycote Lane set for 11/7/17.  To note that a formal response to the Kingsmead Business Park pre-application query to SODC was provided on 17 May 2017.  Also to note Thame Farmers Auction Mart Ltd has taken on option on 17 acres of land close to Thame.  They are preparing a planning application and wish to arrange a meeting with the Town Council prior to submission.

12.Lord Williams’s Lower School Site

Further to the noting item at the NPCC meeting on 17 May 2016 to note that Lord Williams’s School has now obtained funding from Oxfordshire County Council to progress the viability assessment with regard to the Lower School Site. To note that the Town Council has provided input to the brief stressing the need for continued conformance and fairness relating to the adopted Thame Neighbourhood Plan, as attached.
