To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

3 Public Participation and Public Questions

5d. Market Town Co-Ordinator Update

6 South Oxfordshire District Local Plan

To receive a verbal update from the Neighbourhood Plan Continuity Officer (NPCO) on the latest known status of the South Oxfordshire District Local Plan.

7 Thame Neighbourhood Plan Revision (TNP2)

To receive a verbal update from the Neighbourhood Plan Continuity Officer (NPCO) on the latest progress towards the adoption of TNP2.

To note that the TNP2 Consultancy Brief had been published on the Contract Finder website on Friday 30 August with a closing date of Monday 14 October 2019 and as at midday on Friday 13 September 2019 had received 482 views.  Various responses have been provided to queries from interested parties.

8 Oxfordshire Growth Board / Oxfordshire Plan 2050

To receive a verbal update from the Neighbourhood Plan Continuity Officer (NPCO) on the latest known status of the Oxfordshire Plan 2050 and related initiatives.

9 Affordable Housing / Community Land Trust (CLT)

To receive an update on progress of the Thame Community Land Trust.

10 Other Items to Note

a)    Following the Call for Sites in March 2019, Historic England advised the Town Council on 7 August 2019 that the archaeological remains on the south-western corner of the proposals at Site F are of probable national significance and would be a good candidate for designation as a scheduled monument.

b)    A letter was received from Lord Williams’s School on 15 August 2019 explaining the reasons behind the Governing Body no longer pursuing their single site aspiration.

c)    As part of TNP2 evidence gathering, The NPCO and Cllr Fickling met with the manager of a nursery provider interested in providing a facility in Thame, on Wednesday 28 August 2019.

d)    Notification of the submission of an outline planning application for improvements to Elms Park was received from Rectory Homes on 29 August 2019. We continue to understand this as a technical tactic only – there is no planning need for it.

e)    Further positive legal advice has been received from the Town Council’s solicitors in relation to the proposed deed seeking an Elms Park improvement contribution from Rectory Homes, in the event of the appeal process not granting it.

f)     The Elms appeal hearing has been reduced to 4 days, from Tuesday to Friday this week 24-27 September 2019.  If possible, the NPCO will summarise the first day.
