In particular to note the Briefing Note received on 5 December 2018 and agree who is to attend the briefing event on 3 January 2019. It is understood there will also be a Thame based information event on 5 February 2019.

10. Joint Statutory Spatial plan (JSSP), known as the Oxfordshire Plan 2050

To approve that the Council’s response to the Consultation on the Draft Statement of Community Involvement for the JSSP be delegated to the Neighbourhood Plan Continuity Officer, who will follow the accepted process of preparing the response, possibly involving meetings / calls for submissions with the Local Plan Consultation Team, and/or other Members. The response is required by 13 January 2019.

To receive an update on progress towards the formation of the Thame CLT.

12. Housing Needs Analysis

Following the escalation to the Leader of SODC, to receive an update following the meeting with Members of the District Council’s Housing Team on 6 December 2018.

13. Health Hub / Hallam Land

To receive an update following the meeting with Hallam Land (to discuss SODC / OCC pre-application advice) on 10 December 2018.

14. Lord Williams’s Lower School Site

To receive a verbal update following the meeting with Lanpro earlier in the day, following on from the public consultation on the Design Brief options for the Lower School site held on 15 November 2018.

15. Infrastructure Delivery Plan (Sports Allocations)

Further to the receipt of updated s106 information from SODC and a meeting with Thame Football Partnership with regard to their proposals for an additional Artificial Pitch, to consider a revised S106 Sports Funding Allocation, updating that as last agreed on 3 July 2018.

16. Other Items to Note

a) An additional Town Council meeting was called on 18 December 2018 to discuss the latest planning application for The Elms site.

b) The Neighbourhood Plan Continuity Officer has responded to and / or is working on the following consultations:

* SODC Housing Allocation Policy by 26 November 2018
* MHCLG Technical consultation on updates to national planning policy and guidance (including Changes to planning practice guidance relating to the standard method for assessing local housing need and Policy clarifications relating to housing land supply, the definition of deliverable and appropriate assessment) by 7 December 2018
* Oxford City Council Local Plan – Proposed Submission by 28 December 2018

c) On 4 December 2018, John Howell MP presented a Ten Minute Rule Bill on Planning Appeals designed to limit the rights of developers to appeal planning decisions which uphold Neighbourhood Plans. The transcript of his presentation is attached.
