2 Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

 

3 Civic Announcements

To receive the report of the Mayor and any such communications as the Mayor may wish to lay before the Council.

 

4 Public Participation

To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Committee Administrator no later than 5pm on the last working day preceding the meeting.

 

5 Thame Citizens Advice Bureau

To receive a report from Mr Tom Fox, Director of Oxfordshire South & Vale Citizens Advice Bureau.

To consider the release of the £4,000 grant proposed by the Grants Panel, as discussed at the meeting on 23 June 2015.

 

6 Thames Valley Police

To receive a report.

 

7 Report from County Councillor N Carter

To receive the report of County Councillor N Carter (5 minutes maximum).

 

8 Reports from South Oxfordshire District Councillors

To receive reports from Cllrs N Champken-Woods, D Dodds and J Matelot Green (Maximum of 5 minutes each).

11 Minutes

To approve as a correct record the Minutes of the Council Meeting held on 23 June 2015.

 

12 Policy & Resources Committee

To note the minutes and consider any recommendations arising from the meeting on 19 May 2015 and 21 July 2015.

 

13 Community, Leisure & Recreation Committee

To note the minutes and consider any recommendations arising from the meeting on 19 May 2015 and 14 July 2015.

 

14 Planning & Environment Committee

To note the minutes of the Planning & Environment Committee held on 7 July 2015.

 

15 Sports Facility Strategy

To approve the Strategy, which has been through further cosmetic refinement since the review at Council on 28 April 2015 and circulation to all Councillors on 10 June 2015.

 

16 Green Living Plan (GLP)

Further to the discussions at the Planning & Environment meeting on 17 February 2015, Thame RSA are meeting in late September to progress the Green Living Plan. They have asked that a Council link/sponsor/champion is nominated for the GLP.

To consider the request.

 

17 Public Question Procedure

Further to discussions at Council on 19 May 2015, and circulation of draft proposals to all Councillors on 13 July 2015, to review and adopt the proposed addition of section 8.2 to Standing Orders, to allow public questions on any topic.

 

18 Councillor Surgery Procedure

Further to discussions at Council on 23 June 2015, to review and adopt the proposed Councillor Surgery Procedure.

 

19 Thame Neighbourhood Plan Continuity Group

Further to discussions at Council on 23 June 2015, and subsequent re-drafting, to consider which, if any, of the two models should be adopted.

 

20 Town Hall Refurbishment

To note that the Town Hall Refurbishment is now complete, at a total cost of £260,353 all included in 2014-15 accounts.

 

21 Stones Close Allotments Partnering Agreement

To authorise the sealing of the Stones Close Allotments Partnering Agreement as discussed at the Policy & Resources Committee on 21 July 2015.

 

22 Tesco update

To receive a verbal update from the Town Clerk on the various Tesco related items underway and if possible to set a date for discussion of the planning application.

 

23 What Next for Local Councils Conference

To receive a report from Cllr Dyer, as presented to the Policy & Resources Committee on 21 July 2015.
