Minutes of the Meeting of Thame Town Council held on 18 July 2017 at 6.30pm in the Upper Chamber, Thame Town Hall

1. Apologies for Absence

Apologies for absence were received from Cllrs Butler (Unwell), Dixon (Business), Dyer (Holiday), Emery (Holiday) and Stiles (Unwell).

2. Declarations of Interest and Dispensations

There were no declarations of interest.

3. Public Participation and Public Questions

There were no applications to address the Council.
There were no questions to the Council.

4. Minutes

The minutes of the Council meeting held on 20 June 2017 were approved as a correct record and signed by the Mayor.

5. P17/S2210/FUL – Land Adjacent to Park Meadow Cottage

The erection of 4 x 3 bedroom houses and 5 x 2 bedroom houses, car and cycle parking, bin stores, access and landscaping.

The Neighbourhood Plan Continuity Officer presented his report. After discussion Members agreed with the Officer’s grounds for recommending refusal and added their concerns on highway safety relating to the access and egress from the proposed site.

RESOLVED that:

i) A recommendation of refusal be sent to the District Planning Authority on the grounds of:

The site is contrary to Policy HA3 of the Thame Neighbourhood Plan and is likely to have a negative impact on highway safety.

Comment: The junction that adjoins the site is frequently the site of ‘near miss’ incidents and minor accidents. The Town Council believes the access and egress of this development will exacerbate an existing problem.
