2 Declarations of Interest

3 Public Participation
To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Committee Administrator no later than 5pm on the last working day preceding the meeting.

6 The Legal Status of Statutory Development Plans
To receive an explanation as to the legal status of the Thame Neighbourhood Plan in response to the call for a second referendum from The Elms Petition Group.
7 Thame Neighbourhood Plan
To address the statements made by The Elms Petition Group as to the rationale for including The Elms as an allocated site in the Thame Neighbourhood Plan.
8 Land East of Thame Park Road (Neighbourhood Plan – Site C)
P14/S1619/O – Amendment No. 1 & Amendment No. 2
Hybrid planning application seeking residential development for up to 187 new dwellings (including up to 40% affordable housing) with vehicular access from Wenman Road, structural planting and landscaping, informal and formal open space including retained agricultural land, children play space, allotments, surface water attenuation, burial space and ancillary works; comprising a full planning application for element A of 79 dwellings and element B which seeks outline planning permission for up to 108 dwellings. In respect of the outline element B only principal access to the highway is sought for approval and all other matters are reserved for determination at a later date.
a) To receive an assessment of the application, prepared by the planning consultant to the Council.
b) To consider the application and agree a recommendation to the district council.
