To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.

To note that, in relation to Items 7 and 8, Cllr Gregory and Cllr Bretherton as District Councillors on this Full Council will make their comments and decisions based upon information available at the time of the meeting. It is accepted that District Councillors may come to a different decision in the light of more information being made available at District Planning Committee Meetings.

To receive the report of the Mayor and any such communications as the Mayor may wish to lay before the Council.

4 Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work, or run a business in the Parish).  Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

7 1358 – P20/S4963/FUL – Land to the West of Windmill Road Thame

Development of an existing greenfield site for 31 new affordable homes to include 4x1B maisonettes, 18x 2B4P houses and 9x 3B5P houses. The homes are to remain affordable in perpetuity under the community land trust mechanism and are to provide homes to people with a local connection to Thame. The masterplan includes on site parking and shared green spaces for residents and the wider community. The proposed design also include proposed upgrades to local infrastructure where the Phoenix Trail meets Windmill Road.

Reserved Matters application following outline approval and subsequent Section 73 application P20/S1852/FUL for approval of appearance, landscaping, layout and scale. Application under S73 of the Town and County Planning Act 1990 for variation of Condition 2 – amended plans and 5 – amendment to means of access for the full application and Condition 4 – amended plans for the outline application of P18/S3143/O. “Hybrid planning application with: Outline permission (all matters reserved except for access) sought for demolition of existing buildings and development of 1511 sqm (gross) of offices within Class B1 and up to 129 dwellings within Class C3 and associated works. Full planning permission sought for erection of a 68 bed care home within Class C2 and associated access, vehicular parking, landscaping, ancillary infrastructure and other works.

9 Staffing Matters

Following the Personnel committee meeting on 27 January 2021, the recommendation is to split the role of the Town Clerk and Responsible Financial Officer into two separate positions.
