Minutes of the Meeting of Thame Town Council held on 8 January 2015 at 6.30pm in the Upper Chamber, Thame Town Hall

1 Apologies for Absence

Apologies for absence were received from Cllrs Emery (absent without apology) and Welply (unwell).


2 Declarations of Interest

There were no declarations of interest.


3 Public Participation

There were no applications to address the Council.


4 Exclusion of the Public

Pursuant to Section 1 (2) of the Public Bodies (Admissions to Meetings) Act 1960 it is resolved that, because of the confidential nature of the business to be transacted, the public and the press leave the meeting during consideration of:

Agenda Item 5: To consider the recruitment process for the Town Clerk and Responsible Financial Officer.


5 Town Clerk

A report together with notes from the Personnel Committee meeting held on 6 January 2015 were tabled for discussion.

It was agreed that the salary scale would be LC3 SCP 43-51, SCP 47-51 would apply to anyone holding the Certificate in Local Council Administration (CILCA).

The timescale agreed: Advertise position – 23 January 2015
Receipt of applications by – 13 February 2015
Interviews – 26 February 2015
Recommendation to Full Council – 3 March 2015

An outline of the financial implications for the recruitment process would be drafted for consideration at the next meeting of the Full Council and the Personnel Committee would meet on 13 January 2015 to consider plans to mitigate any risks of not achieving the key stages in the recruitment of the new Town Clerk.

Cllr Bretherton entered the meeting during this item.
