1 Apologies for Absence
2 Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.
3 Public Participation and Public Questions
To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.
To approve the Minutes of the Council Meeting held on 10 August 2021.
5 Community Youth Centre Working Group – Feasibility Report
To receive the feasibility report from the Community Youth Centre Working Group, as approved by Full Council on 27 April 2021.
To approve a location for the Community Youth Centre in Thame.
6 Town Hall Telephone System
To receive an update on the proposals for a new Town Hall Telephone System.
To agree the provider for the Town Hall Telephone System.
7 P20/S4801/RM – DAF Trucks Ltd, Kingsmead Business Park – Amendment No.3
Reserved Matters application following outline approval and subsequent Section 73 application P20/S1852/FUL for approval of appearance, landscaping, layout and scale. Application under S73 of the Town and County Planning Act 1990 for variation of Condition 2 – amended plans and 5 – amendment to means of access for the full application and Condition 4 – amended plans for the outline application of P18/S3143/O. (As amended by plans and information received 19 May 2021 and 23 July 2021 – further amended by plans and information received 2021-09-08)
To note that having reviewed the amended plans and additional information received 8 September 2021, it is considered that they would not alter the Town Council’s recommendation to Support the application made on 10 August 2021. The amendments relate to technical matters including a detailed arboricultural scheme, hard and soft landscaping, drainage, fine details on play equipment, some materials on houses and very specific details on materials and widths for paths.

To note that having reviewed the amended plans and additional information, it is considered that they would not alter the Town Council’s recommendations to Object the application made on 30 March 2021 and 10 August 2021.
9 Service Level Agreement Parking
To note that Oxfordshire County Council has served notice to terminate the Service Level Section 101 Agency Agreement to the Town Council for managing the Upper High Street and High Street Car Parks, confirming their proposed commencement on 1st November 2021.
