THAME TOWN COUNCIL

Minutes of a Meeting of the Community, Leisure & Recreation Committee held on 10 April 2018 at 7pm in the Upper Chamber, Thame Town Hall.

Present: Cllrs D Butler, N Champken-Woods, P Cowell, N Dixon (Chairman), M Dyer, L Emery (Deputy Mayor), C Jones, P Lambert, M Stiles (Deputy Chairman) and T Wyse (Town Mayor)

1. Apologies for Absence

Apologies for absence received from Cllr Deacock (Personal).

2. Declarations of Interest and Dispensations

There were no declarations of interest.

3. Public Participation and Public Questions

There were no applications to address the Committee.
There were no questions put to the Committee.

4. Minutes

The Minutes of the meeting held on 6 February 2018 were confirmed as a correct record and signed by the Chairman.

Cllr Lambert entered the meeting during this item.

5. Budget Summary

Members received the budget summary up to 28 February 2018. A full set of the accounts were available for Members to view at the meeting.

A question was raised regarding the net loss of approximately £17k against budget, as a result of the September Fair being cancelled. The Town Clerk confirmed that the loss was not carried forward but would have an impact on the general reserves. The figures included cross charges which would result in the direct cost impact being slightly less.

6. Reports from Representatives on External Organisations

a) Cuttle Brook Management Committee – Cllr Jones reported that there had been a problem fitting one of the noticeboards and the final one was due to be installed this Sunday.

b) Thame Carnival Committee – Cllr Emery reported the Committee were due to meet soon. It was hoped the Town Council will consider taking part in the Parade this year.

c) Thame Football Partnership – report noted.

d) Twinning Association – Cllr Butler added to the report stating the Mayor of Montesson and his wife would visit Thame along with other residents from Montesson in May.

e) Thame Good Neighbour Scheme – report noted.

f) Thame Town Cricket Club – covered under item 7 of the agenda.

g) Chinnor RFC – Cllr Dixon reported that the Rugby club was doing well and had secured a place in the National League 1 play-off. There were two home games left this season on 14 & 28 April with the play-off match(es) in May.

h) Music in the Park – Cllr Stiles added that programmes would be available for sale at the Town Hall on 28 April and 5 May and also at the market community stall on 24 April and 1 May along with tickets. More volunteers were needed, especially to help with the bar.

i) Sinaia Friendship Association – nothing reported.

j) Thame Museum Trust – report noted.

k) Thame Remembers – Cllr Dyer stated that the date for the trip to the National Memorial Arboretum was Sunday 22 July and not Sunday 11 as detailed in the report. There were only a few seats remaining.

l) Towersey Festival – Cllr Lambert reported that the full line up had been confirmed, headline acts included The Shires, The Proclaimers and Big Country. Discounted tickets for Thame residents were now on sale at Busy Lizzie Flower Shop in the Upper High Street as well as online.

m) Thame Town Music Festival – report noted.

n) Thame Shed – report noted.

7. Cricket Club Clubhouse Redevelopment

Members noted the report. The Town Clerk stated that he had attended a progress meeting earlier this morning and there was nothing further to add to the report.

On site the timber frame up to the first floor was in place. There continued to be a lot going on and the project remained on track.
