9 Tree Preservation Order – No. 21S18

The District Council has recently considered the preservation of two Horse Chestnut trees at Park Meadow Farmhouse, Thame Park Road, as it is of the view that the trees have significant amenity value. As a result it has been decided to protect the trees by means of the above tree preservation order which came into force on 3 November 2021. The Town Council can make an objection, express support or other representations to the order before 1 December 2021.

To consider a response to the tree preservation order.

 

10 For Information

a) Erection of 1 new residential dwelling to be known as Walbrook, Moreton, OX9 2HS.

b) Additional Information – Town Farm, 8 Oxford Road – P21/S2111/LB – New window to south elevation at front of house, on the left at ground floor level. (Joinery details received 12 October 2021).

To note that having reviewed the amended plans, it is considered that they would not alter the Town Council’s recommendation made on 27 July 2021 to Support plus comment.

To further note that listed building consent was granted on 2 November 2021.

c) Amended Plans and Additional Information – Park Meadow Farmhouse, Thame Park Road – P21/S2596/FUL – Erection of single storey and two storey side extensions, detached triple garage with office/gym above, northern boundary wall and alterations to the fenestration and external materials (arboricultural information provided and wall repositioned as shown on amended plans received 12th October 2021).

To note that having reviewed the amended plans, it is considered that they would not alter the Town Council’s recommendation made on 6 July 2021 to Support plus comment.

d) Additional Information – P21/S3586/FUL – Land at Elm Tree Farm, Moreton – Erection of a detached dwelling with access, parking and amenity space (Additional biodiversity information received 15th October 2021).

To note that having reviewed the additional information, it is the Officer’s view that it would not alter the Town Council’s recommendation made on 7 September 2021 to object on the grounds of overdevelopment, impact on the street scene, impact on biodiversity, out of scale, contrary to Local Plan Policy H16, unsustainable location, loss of village feel.

e) Telecommunications 28 Day Notice – P21/S4364/T28 – Chinnor RFC, Kingsey Road – Removal of three antennae, Installation of three antennae, Equipment cabinet to be upgraded internally, Proposed single GPS unit to be installed on existing gantry pole, Development ancillary to the upgrade proposal.

The Town Council is not a statutory consultee, but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

f) Contrary Decision – P21/S3168/HH – 46 Cotmore Gardens – Construction of single storey rear/side extension to ground floor. Conversion of roof space including dropping of ceiling internally to create sufficient head height. Two dormers are to be constructed; one to both sides of the front roof section. (Amended block plan received to show additional parking spaces on 24 September 2021).

To note that the District Planning Authority granted planning permission on 21 October 2021. The Town Council objected on 17 August 2021 on the grounds of overdevelopment, out of character, and poor design.

g) Lawful Development Application – P21/S4507/LDP – Albert Walker Electrical Ltd, 46B North Street – New commercial kitchen to be installed plus external ventilation ductwork to rear elevation.

To note that application seeks confirmation from the Local Planning Authority that the proposed development is lawful. The case officer has stated that they are therefore unable to take any comments on the planning merits of the proposal into account, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.

h) Prior Approval Notification – P21/S4493/N5C – First Floor 46B North Street – Conversion of first floor offices (Class E) to 2-bed flat (C3).

The notification listed above seeks determination from the District Council as to whether the prior approval of the authority is required related to: a) transport & highways impacts of the development b) contamination risks on the site and c) flooding risks on the site.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

i) Pavement Licence Application – PAV/15572/21 – 16 Cornmarket, Thame.

To note that the Town Council has been consulted on this application however due to the consultation period ending 8 November 2021, the application has been considered by email.
