Minutes of a Virtual Meeting of the Planning & Environment Committee held on 6 October 2020 at 6:30pm by Zoom Conference Call.

1 Apologies for Absence

There were no apologies for absence.

In Cllr Fickling’s absence, due to technical issues, Cllr Dite chaired the meeting.

All Members who were present were able to be seen and be heard.

 

2 Declarations of Interest and Dispensations

Cllr Deacock declared a pecuniary interest in planning application P20/S1852/FUL (Item 9e)).

Cllrs Austin and Francis declared an interest in P20/S3268/FUL given their relationship with the owner of Racquets Fitness Centre and abstained from voting on this item.

Cllrs Emery and Gregory declared an interest in P20/S3298/HH as residents of the estate. Cllr Fickling also declared an interest as the architect for a similar previous application at 46 Cedar Crescent but had no affiliation with the current application. None of these interests were pecuniary and did not prevent Members from debating and voting on this item.

Cllr Fickling joined the meeting during this item and took over chairing the meeting.

 

3 Public Participation and Public Questions

There was no public participation.

There were no public questions put to the Committee.

 

4 Minutes

The Minutes of the meeting held on 15 September 2020 were approved and signed by the Chairman.

6 Pavement Licence Applications

It was noted that the committee had considered the Pavement Licence Applications at Buddies Sandwich Bar (90a High Street) and Treacles Tearooms (12 High Street) via email due to their consultation period dates.

 

7 New Premises Licence Application – 9 Swan Walk

The Premises Licence Application was for the new XT Brewery pop-up shop at 9 Swan Walk. It would serve alcohol and the application sought permission for opening hours between midday and 8pm. The committee raised no objections to the application.

 

8 Reports from Town Council Representatives

a)    Transport Representative – Cllr Francis summarised her report which provided a summary of ongoing roadworks in the area and an update from the National Audit Office regarding an examination into improving bus services in England outside London.

 

9 For Information

The items for information were noted.

In relation to Item 9c), 62 Ludsden Grove, concern was raised about the shared alleyway between 62 and 60 Ludsden Grove to access the rear gardens which would be used to access the proposed hair salon building. It was noted that the neighbour had raised their concern with SODC.

Cllr Austin reported that a decision on the Health Hub application had been deferred to December, in order to enable the applicants to respond to points made during the application consultation period.
