6) Delegated Planning Responses
To receive the minutes of delegated planning responses meeting held on 9 July 2025 with the Neighbourhood Plan Continuity Officer, and the Chair and Deputy Chair of the Planning Committee.
To note that due to timescales, amended plans at Trafalgar House, 1 Nelson Street (P25/S1092/A) were responded to via email. It was agreed to maintain the Town Council’s objections on the grounds that the signage would still dominate the frontage, be out of character, and materials are inappropriate. The proposal would remain contrary to TNP2 Policies CPQ1 and CPQ3 and guidance from the Joint Design guide, Thame Design Code, the Thame Conservation Area Character Appraisal and Local Plan Policies ENV6 and ENV8.

7) Street Naming
To consider and agree a street name for the development of 31 dwellings south of Windmill Road (Community Land Trust site).
The District’s Street Naming Officer has advised that SOHA have suggested the name ‘Holland Way’, and has requested that the Town Council consider this name or suggest an alternative.

b) Contrary Decision – P25/S0624/A – Waitrose Ltd, Greyhound Lane – 2 x non-illuminated fascia signs, 23 x panel signs, 3 x vinyl signs.
To note that planning permission was granted on 17 June 2025. The Town Council submitted objections on 6 May 2025. Amended plans and additional information were submitted on 6 June 2025 to remove the illumination however the Town Council was not consulted on these.
c) Amended Plans and Decision Notice – P25/S1204/FUL – Avon House, 82 Wellington Street – Construction of a replacement roof, new communal stair extension and conversion of resultant buildings into 2 x 1 bed and 2 x 2 bed flats. (Amended site plan received 6th June 2025, reducing the number of parking spaces and increasing the cycle parking area)
To note that having reviewed the amended plans, Officers consider that the amended plans would not change the Town Council’s recommendation to support plus comments made on 6 May 2025.
To note that planning permission was granted on 18 July 2025.
d) Additional Information – P25/S0727/FUL – Waitrose Ltd, Greyhound Lane – Refurbishment of an existing customer carpark. (As amplified by additional information received 18 June 2025.)
To note that having reviewed the amended plans, Officers consider that the amended plans would not change the Town Council’s recommendation to support plus comments made on 8 April 2025.
e) Contrary Decision – P25/S1092/A – Trafalgar House, 1 Nelson Street – Erection of three non-illuminated signs to the exterior of the building. (as shown on amended plans received 27th May 2025)
To note that planning permission was granted on 4 July 2025. The Town Council submitted objections on 6 May 2025 and 1 July 2025 (via email). Further amended plans were submitted on 4 July 2025 to amend the materials however the Town Council was not consulted on these.
f) Prior Approval (Solar) Notification – P25/S1571/N8A – Thame Sports And Arts Centre, Oxford Road – The installation of 149 Photovoltaic panels across two flat roofs at Thame Leisure Centre.
To note that this notification seeks a determination from the District Council as to whether the prior approval of the authority will be required as to the design or external appearance of the development for the installation, alteration or replacement of other Solar Photovoltaic (PV) equipment on the roof(s) of a non-domestic Building.
The local planning authority is required to take into account any representations made to them as a result of any consultation, although only the impacts and risks listed above can be considered.
g) Additional Information and Decision Notice – P25/S0889/FUL – M Newitt & Sons, 10 High Street – Installation of three 5kW condenser units on the north-west elevation. Installation of two 3.5kW condenser units on the south-east elevation. (As supported by a noise assessment report received 2025-05-02).
To note that the additional information would not change the Town Council’s recommendation to support the application plus comments made on 8 April 2025.
To note that planning permission was granted on 17 July 2025.
h) Non Material Amendment – P25/S1883/NM – 40 The Willows Aylesbury Road – Non Material Amendment on planning permission P24/S1246/HH (A single storey extension to allow for an annexe attached to the main dwelling) – to install timber cladding to the single storey link extension and existing garage. The proposed amendment is on the left hand elevation only.
To note the application as the Town Council is not consulted on non-material amendments to approved schemes.
i) Amended Plans – P25/S0707/HH – Spencer Cottage, Moreton – Removal of existing conservatory and colonnade. Replace with open fronted colonnade. New first floor room above existing extension with glazed room to rear and additional dormers. (Additional information received 24 April 2025 and amended plans received 9 May 2025 adding additional dormer).
To note that the amended plans would not change the Town Council’s recommendation made on 8 April 2025 to support the application with comments.
j) Appeal Dismissed– APP/Q3115/W/24/3358187– St Andrew’s Court – Two proposed 3-bedroom new-build dwellings and associated car parking and amenity including bike and bin stores (updated and additional supporting documents received 9th August 2024).
To note that Planning Inspectorate has dismissed the appeal made by the applicant against the decision of South Oxfordshire District Council to refuse planning permission.
k) Screening Opinion – P25/S2084/SCR – 47 Aylesbury Road – Screening Opinion Request – Erection of a discount foodstore (Use Class E), with access, parking, landscaping and other associated works.
To note that this application has been submitted, and seeks confirmation from the District Council as to whether an Environmental Impact Assessment (EIA) is required.
