1) Apologies for Absence

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.

5) Planning Applications

a) To consider and agree a response for each of the following planning applications:

1986 – Town Hall, High Street

Installation of a bracket and small wireless radio receiver unit on the side of the town hall building with associated galvanised metal conduit to house cabling which will feed into the CCTV equipment.

6) Future of the Planning Committee

To consider the options presented and make a recommendation to Full Council.

To approve that the Planning Committee meeting on 1 July 2025 be cancelled, and to agree a temporary delegation for responding to planning applications that are received, but cannot be deferred to the 29 July 2025 meeting.

8) For Information

a) To note the Thame Conservation Area Conservation Committee have not met due to lack of matters in the conservation area for discussion

 

b) Lawful Development Application – P25/S1438/LDP – 53 Corbetts Way – Proposed conversion of the existing detached garage.

To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.

c) Contrary Decision – P25/S0787/HH – 43 Park Street – Replacement of five windows on front elevation.

To note that planning permission was granted on 6 May 2025 contrary to the Town Council’s recommendation to object made on 9 April 2025.

 

d) Lawful Development Application – P25/S1446/LDP – 1 Staggs Road – Garage conversion.

To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.

 

e) Amended Plans – P25/S0707/HH– Spencer Cottage, Moreton – Removal of existing conservatory and colonnade. Replace with open fronted colonnade. New first floor room above existing extension with glazed room to rear and additional dormers. (Additional information received 24 April 2025 and amended plans received 9 May 2025 adding additional dormer).

To note that the amended plans would not change the Town Council’s recommendation made on 8 April 2025 to support the application with comments.

 

f) Permitted Development Notification – P25/S1424/N4B – Land North of Bridleway, Moreton – Change of use of agricultural buildings to Class C3 (dwellinghouses).

The notification seeks determination from the District Council as to whether the prior approval of the authority is required related to: a) transport & highways impacts of the development b) contamination risks on the site and c) flooding risks on the site.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

 

g) Planning Decision Notice – P25/S1201/AG – Land adj to the Old Vicarage, Priest End – Construction of a fish refuge backwater and connected pond/wetland area.

To note that South Oxfordshire District Council determined on 15 May 2025 that a planning application is required for this agricultural development.

 

h) Contrary Decisions – P25/S0823/A and P25/S0831/LB – 10 High Street – Installation of fascia signage to front elevation, installation of a projecting sign to front elevation, vinyl signage to front elevation glazing and door, installation of a fascia sign to rear elevation and vinyl signage to rear door. (Amended to clarify the extent of fascia lighting and to include colour details, as shown on revised plans received 09 May 2025).

To note that planning permission was granted on 16 May 2025. The Town Council submitted objections on 8 April 2025. Amended plans were submitted on 9 May 2025 to clarify the extent of the lighting however the Town Council was not consulted on these.

 

i) Telecommunications 28-Day Notice – P25/S1548/T28 – Dorchester Place Car Park, Rear of High Street – Removal and replacement of existing 15m monopole with a 20m monopole to host six antennas and two transmission dishes alongside ancillary works to the new monopole and compound.

To note that the Town Council is not a statutory consultee, but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

 

j) Lawful Development Application – P25/S1496/LDP – 6 Hunt Road – The proposal is to install a single story home office within the existing garden boundary.

To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.

 

k) Additional Information submitted – P24/S3235/FUL – Unit 5, Goodson Industrial Mews, Wellington Street – Conversion of the existing vacant offices and workshop into four town houses, to include a two storey extension. (As amended by additional information received January 2025 and May 2025 agent response to objections, Drainage information and Bat Survey)

To note that having reviewed the additional information, it is considered that it would not change the Town Council’s recommendation made on 14 January 2025 to object to the application.
