THAME TOWN COUNCIL
Minutes of the Personnel Committee Meeting held on 9 June 2025 at 3pm in the Meeting Room, Thame Town Hall.

1) Apologies for Absence
Apologies were received from Cllr Cowell (personal).
RESOLVED:
- To accept the apologies and reason given from Cllr Cowell (personal).
2) Declarations of Interest and Dispensations
There were no declarations of interest or dispensations.
3) Public Participation and Public Questions
There were no applications to address the Committee.
There were no questions put to the Committee.
4) Minutes
The Minutes of the Committee Meeting held on 1 April 2025 were confirmed as a correct record, and were signed by the Chairman.
5) Induction Policy
RESOLVED:
- To adopt the updated Induction Policy for 12 months and to review again linking it to the new Strategy.
6) Exclusion of the Public
RESOLVED: That under Section 1, Paragraph 2 of The Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the following items of business because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
7) Staff Recruitment and Structure
The committee were asked to note the staff changes that had taken place since April 2025:
- Communication and Events Officer has left.
- A new Communications Manager role has been filled internally, starting in July.
- The temporary supporting role in the Community Services team will end at the end of July.
- The vacancy for a Committee Services Officer has been filled and will commence on 23 June 2025.
- The recruitment exercise for an Events Officer has begun, this role will report into the Community Services Manager.
- Aspirational plans for a Biodiversity Officer in 2026 to be funded externally are being investigated.
8) Apprenticeship
New Apprenticeship – Multi-Channel Marketer, aiming for an August start, the recruitment process will begin in the next few weeks.
9) Staffing Matters
The Clerk provided a report and verbal update relating to staff training, health, safety and welfare including sickness monitoring, accident reports, staff flexible working and the flexitime system. The committee were asked to note that the levels of RADON in the basement have increased, and work is underway to review the risk assessment.
