1)        Apologies for Absence

To receive and approve apologies for absence.

 

2)        Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

 

3)        Civic Announcements

To receive the verbal report of the Deputy Mayor and any such communications as the Deputy Mayor may wish to lay before the Council.

To receive the Mayor’s fundraising totals for 2025/26 and to announce the Mayor’s chosen charities for 2026/27.

To present the Mayor’s Cadet for 2025-2026 with their certificate.

To introduce the Mayor’s Cadets for 2026-2027.

4)        Public Participation and Public Questions

To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work or run a business in the Parish).  Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

 

5)         Digital Infrastructure – Thame High Street (Presentation)

To receive a verbal update from Officers.

To receive a presentation (10 minutes maximum) from the Technical Lead Fibre & Street Works Officer and Digital Infrastructure Project Manager at Oxfordshire County Council and Chief Operating Officer from Teleauora regarding options for improving broadband and wireless connectivity on Thame’s High Street.

To seek the Council’s agreement in principle to grant consent for the installation of Digital Infrastructure to be erected at the Town Hall subject to all necessary permissions, licences and regulatory approvals being obtained by the applicant and OCC.

9)         Planning Application – P26/S1549/FUL – Rectory Pavilion, Chinnor Rugby Football Club

Construction of 8no floodlights with luminaires to provide floodlighting to existing rugby pitch following removal of existing lights.

To receive a verbal update on Officer discussions regarding the requested pedestrian crossing on Tythrop Way near Chinnor Rugby Football Club, and to consider any recommendations.

14)        Public Art – S106 Funding Application

To receive a verbal update regarding Public Art. On 31 March 2026 Full Council approved the proposal to draw down Section 106 funds to a value of up to £83,342 to achieve Public Art projects in Elms Park and Cuttle Brook Nature Reserve. Minutes 31 March 2026, Item 23a. There are no changes to the agreed proposal, however, Section 106 financial procedures require Councillors to be named to sign relevant legal agreements if and when the funding application is approved.

Council are therefore asked to consider the following Officer recommendations.
i. To agree and name at least 2, but up to 6, Councillors who are authorised to sign any legal agreements or acceptance of conditions for the drawdown of this funding in the presence of the Town Clerk who will seal the document if required.

16)         Council Nominative Trustee for Thame Welfare Trust

In accordance with the Governing Documents of the Thame Welfare Trust, two Trustees are to be appointed by Thame Town Council. The Governing Documents specify that “the person appointed may be, but need not be, a member of the Council.”

Councillors are therefore asked to consider appointing a local resident who has agreed to be nominated to serve as a Council appointed Trustee to the Thame Welfare Trust for a four year term, alongside Cllr McGarry.

 

17)        S106 Funding for Thames Valley Police

To note the S106 funding application from Thames Valley Policy to the value of £12,398.70 towards installation of four ANPR cameras within the local Thame Highway Network. ANPR is a significant tool in the detection and prevention of crime and antisocial behaviour.  

The S106 contributions identified for funding of police facilities are from developments:

i. Land on the south side of Jane Morbey Road, planning application P13/S1481/O as agreed by SODC Planning Committee on 12 March 2014.  

ii. Angus House, Thame Park Road, planning application P14/S1156/FUL as agreed by SODC Planning Committee on 17 December 2014.

The total project cost of £14,046.40.  As the S106 contributions of £12,398.70 do not meet this total the funding shortfall of £1,647.70 will be met by Thames Valley Police ANPR Capital Budget.  There is no financial impact on Thame Town Council.
