You are hereby summoned to attend a meeting of the Full Council on Tuesday 21 April 2026 at 6:30pm (maximum two hours) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

AGENDA
1) Apologies for Absence
To receive and approve apologies for absence.
2) Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.
3) Civic Announcements
To receive a verbal update on attendances, or any such communications as the Mayor may wish to lay before the Council.
4) Public Participation and Public Questions
To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

Construction of a micro energy storage facility.

8) South Oxfordshire District Council Car Parking and Off-Street Parking
To consider the consultation issued by South Oxfordshire District Council on proposed changes to car parking arrangements and to agree a formal response. (Consultation closes on Friday 8 May 2026).
Changes which affect Thame are:
Change all South Oxfordshire car parks to a ticketless system. Physical tickets will no longer be required to be displayed in vehicles. Drivers must enter their full vehicle registration number at the parking machine to obtain the free one‑hour parking period or to pay for their stay using coins or contactless payment (including Google Pay and Apple Pay). Alternatively, parking can continue to be paid for via PayByPhone, which does not require use of a parking machine.
Southern Road Car Park: Change the charging period to introduce all day parking (currently a short stay car park).
Cattle Market: Amend the layout of the parking bays to allow for a change in use of a commercial building adjacent to the car park. This will involve the loss of 15 car park spaces and the relocation of disabled bays although the current provision of disabled bays will be maintained.

9) Street Design Code
To review and consider feedback on the Beta draft of the Street Design Code.
10) Project Link – Demolition of the Changing Rooms
To receive a report and consider the recommendation to appoint a contractor to complete the demolition of the changing rooms at Southern Road Recreational Ground.
To receive a verbal update regarding the Lime tree at Southern Road Recreational Ground.

11) Thame Football Club Lease Change
To receive a report and consider Officer recommendations.
12) Thame Fire Station
To note that at the Oxfordshire County Council Cabinet Committee meeting on 21 April 2026, Cabinet are recommended to note the report: Improving our Fire and Rescue Service. A recommendation within this report is to withdraw the proposal to remove the second fire engine at Thame Fire Station whilst the Fire and Rescue Service continue discussions with colleagues around fire and rescue cover in this area.
13) Town Mayor Designate
To appoint the Town Mayor Designate for 2026-27 in line with Standing Order 7.4

To appoint the Deputy Town Mayor Designate for 2026-27.
