You are hereby summoned to attend a meeting of the Full Council on Tuesday 2 June 2026 at 6:30pm (maximum two hours) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

AGENDA

1)        Apologies for Absence

To receive and approve apologies for absence.

 

2)        Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

 

3)        Civic Announcements

To receive the verbal report of the Town Mayor and Deputy Town Mayor and any such communications as the Deputy Town Mayor may wish to lay before the Council.

 

4)        Public Participation and Public Questions

To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work or run a business in the Parish).  Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

9)        Pearce Way Play Area

To agree and name at least 2, but up to 6, Councillors who are authorised to sign any legal agreements or acceptance of conditions letter for the drawdown of £9,781.61 s106 funding towards circa £41k project to improve Pearce Way play area.  Signatories to be in the presence of the Town Clerk who will seal the document if required.

 

10)     Strategy for Thame 2050

To note that following consultations with councillors, Officers and the community via workshops, the first draft of the Strategy for Thame has been created. The first draft has been reviewed by Officers and circulated to members of the Strategy Working Group for comment. It will be presented to Full Council on 23 June 2026.

To note a flyer was produced and shared at Taste of Thame as a ‘soft launch’ of the strategy, ahead of further publicity to include noticeboards in the Information Centre and around the Town. Drop-in events are also planned with a view to coordinate this alongside election publicity.

 

11)     OCC Consultation on a Draft Interim Policy for Community Benefit Contributions and Community Shared Ownership for Low Carbon Energy Projects 

To consider and agree a response to the consultation on the Draft Interim Policy for Community Benefit Contributions and Community Shared Ownership for Low Carbon Energy Projects. The policy aims to ensure that communities in Oxfordshire benefit from renewable energy developments progressing through the planning system.

16)     Exclusion of the Public

To move: That under Section 1, Paragraph 2 of The Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the following items of business because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

To receive a verbal update and discuss the impacts of the possible ward changes.
