To receive and agree apologies for absence.

To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

5)        Presentation – Thame Senior Friendship Centre

To receive a presentation (10 minutes) from the Thame Senior Friendship Centre.

 

6)        Planning Application Amendment – P23/S4262/FUL – Land North of Oxford Road

Full application for 111 residential dwellings including new highways, associated infrastructure, sustainable urban drainage systems, pumping stations, demolition of agricultural buildings, green infrastructure and ancillary works (additional Information received 7 February, 20 March 2024, 08 April 2025, 10 June 2025, 13 August 2025 and 22 September 2025; amended plans received 24 October 2024, 08 April 2025,10 June 2025 13 August 2025 and 22 September 2025; and amended description to reduce number of dwellings 08 April 2025 and as amended by plans received 06 November 2025).

To consider the amended plans and agree a response.

10)     Section 106 Application – Sport Contribution

To note that SODC have received an internal an S106 application for the sum of £33,237.65 linked to the development ‘Land off Jane Morbey Road’ (planning reference P13/S1481/O) towards the installation of solar PV panels and necessary safety measures to the roof at Thame Leisure Centre. This money was ringfenced for Sport Contributions.

 

11)     Community & Youth Centre Project Update

To receive an update on the project

To receive the revised Terms of Reference for the Capital Project Delivery Working Group and consider for approval.

12)      Rialtas Finance Systems Project

To receive a report from Cllr Dite.

 

13)      Football Club – Padel Courts

To seek support in principle for granting consent to the Football Club to submit a planning application for the construction of padel courts on the site. This support will be subject to a review of lease variations to be managed by the football partnership, a potential rent adjustment, and obtaining consent from the landowner, Oxfordshire County Council.

 

14)       Thame Fire Station

To receive a verbal update regarding Oxfordshire’s Fire and Rescue Service consultation which includes the proposal to remove the second fire engine from Thame Fire Station.

 

15)        S19 Report about Flooding

To receive a verbal update.

 

16)        High Street – Infrastructure Update

To receive a verbal update on the Wi-Fi infrastructure project.

23)      Exclusion of the Public

To move: That under Section 1, Paragraph 2 of The Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the following items of business because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

 

24)     Local Infrastructure Project

To receive an update on the progress of a local infrastructure project from Oxfordshire County Council.

 

25)     Land North of Oxford Road

To receive an update on a proposal from the planning applicant to transfer ownership of some public open space to the Town Council.  Including the proposed area set aside for recreation use and land identified for on-site Biodiversity Net Gain (BNG) provision.

To approve the recommendation to Full Council made at the Environment & Assets Committee meeting on 25 November 2025.
