You are hereby summoned to attend a meeting of the Full Council on Tuesday 11 August 2026 on the rising of the Planning Committee and not starting before 6:30pm (maximum two hours) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

AGENDA
1) Apologies for Absence
To receive and approve apologies for absence.
2) Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.
3) Civic Announcements
To receive any such communications as the Mayor may wish to lay before the Council.
4) Public Participation and Public Questions
To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.
5) Planning Application – P26/S2778/LB – Town Hall High Street
Installation of six Airspan Air5G 7200 mmW radio units as two sets of three on opposite upper corner returns of Thame Town Hall, with brackets, fixings and cabling. The existing basement communications room will be used; no external cabinet is proposed. Cable route from basement communications room via existing downpipe/riser, split at gutter level, then horizontal runs cleated along the back/far side of guttering to each radio cluster. Works are minor, reversible and visually recessive, avoiding principal architectural features.
To consider the application and agree a response.
5. P26/S2778/LB Policies and Key Issues Report [PDF]
6) Project Link (Community and Youth Centre)
To receive a progress report on this project since the January 2025 resolution to proceed with the Community and Youth Building project and prepare a Public Works Loan application.
To present the recommendation of the Capital Project Delivery Working Group regarding the preferred contractor for the construction phase.
To provide updated financial scenarios to support Council consideration of the loan value and Thame Town Council’s investment contribution.
To approve to appoint the recommended contractor and continue with the next phase of the project, subject to drawing down the full Public Works Loan and external funding.
