To include new steps and ramp externally to the street. 6. Courtyard Name – Beechcroft Development, Park Street

To consider a name for the new courtyard at the new development of retirement units in Park Street (the old Thame Service Station site). Three of the new properties will be accessed directly off Park Street with the other 17 properties being accessed from a courtyard to the rear.

a) P16/S2785/FUL – 35 Marston Road – To construct onto the end of an existing terraced row of houses two independent one bedroom studio flats in a two storey extension (as amended plans received 27 September 2016). The District Planning Officer recommended approval at the District Planning meeting on Wednesday 14 December 2016. District Councillor Matelot Green put forward the Town Council’s argument in favour of refusal. After discussion the District Planning Committee voted to approve the planning application, so logged as a contrary decision.

b) P15/S3848/FUL – Goodson Industrial Mews, Wellington Street – Redevelopment of Goodson Industrial Mews retaining existing commercial units 1A, 1, 2, 3, 4 and 9 in employment use. Alteration of unit 1-4 to provide 4 no. apartments at first floor. Demolition of units 5, 6, 7, 8 and erection of 8 houses, 2 maisonettes and 15 flats (29 residential units in total). (As amended by drawings accompanying Agents letters dated 8 February 2016 and 11 February 2016 reducing unit numbers and amending design). The District Planning Officer recommended approval at the District Planning meeting on Wednesday 5 October 2016. Thame Town Council put forward their argument in favour of refusal. After discuss the District Planning Committee voted to approve the planning application. Permission paperwork has now been published and logged as a contrary decision.

c) P16/S3191/FUL – 90 High Street – Change of use from A1 (Shops) to C3 (Dwelling houses) and re-incorporation into existing residential unit. The District Planning Authority refused planning permission due to the lack of marketing evidence and the number of non-retail uses being over the maximum threshold of 35% would undermine the vibrancy and commercial vitality of the town centre. The proposal would also result in the loss of an employment site, so logged as a contrary decision.

d) Thame Barns Centre – Premises Licence – Decision Notice. The Town Clerk circulated additional background material on 22 December 2016.

e) P16/S3687/HH – The Poplars, 31 Upper High Street – Amendment No. 1 showing changes to the design of the elevations and layout including the relocation of the utility room and retention of the garage doors and additional supporting information regarding the workshop conversion. The Town Council approved the original planning application at their meeting on 29 November 2016. The District Council granted planning permission on 22 December 2016.
